I am taking a wild guess here: you won't be able to find, easily, an American/British admiral speaking French to the same level as Rear Admiral David Desfougeres speaking English.
@@ludovic7439 Sauf que le français n'est pas la langue internationale donc aucun intérêt pour eux de se surpasser en français. L'anglais par contre l'est donc on se doit de parler correctement si on veut dialoguer avec le monde entier.

The Admiral made a lot of sense. In a time of rapidly evolving weapon systems, rapidly upgrading existing ships to counter threats is essential.
