The store worker had to keep on hitting him with the stick until he was sure that the robber was either unconscious or otherwise incapacitated such that he couldn't take out the knife and use it.

He's not a "shoplifter". When he made it clear that he had a weapon, he became an armed robber threatening great bodily harm. That automatically creates a self defense justification of deadly force. Whether he actually had a weapon or not is irrelivant. The only other question is whether or not that state has a "duty to retreat" law, which being California, may very well. Under those types of laws, a person must run away first if there is a chance to do so, and can only use deadly force if there is no reasonable way to flee. That is why I will only live in a state with a "stand your ground" law, especially on your own property.
There was no way for the store guys to retreat. You can see that in this case.

The citizens need to sue via class action for a full refund of all taxes paid to the government for failure to protect against criminal activity, and being unable to conduct ordinary business and commerce due to the failures of the taxing authorities.
