Sailors would sing this song while turning the Capstan, a pulley system that raised the anchor so they could sail off on their voyage. It's a song to keep up morale, keep a rhythm, and to keep them looking forward to their Destination, Vallipo/Valparaiso Bay off of Chilé instead of feeling sad about leaving their families. Cape Horn ('the Horn') is a rocky cape near Valparaiso that is responsible for wrecking hundreds of ships during the 1800s before the suez canal and other shortcuts opened up. The song is kind of a reminder to not be afraid and a distraction for the fear and sadness of the Sailors
