Western chip sanctions guaranteed to fail as thousands of top Chinese scientists return home

  • China is now a scientific superpower, and now leads the United States and the European Union in several key measures of scholarship and research output.
    Much of China's top research and scientific talent are also headed back to China, and bringing with them deep, specialized industry knowledge in dozens of fields.
    Western export curbs on critical technologies and tools for semiconductor manufacturing have ironically chased much top Chinese talent away from Silicon Valley and Europe, back to China. By closing off customers for their products, they concluded they are better off, instead, returning to China and doing business here, with Chinese partners and Chinese customers.

    Believe me, even back in the later 70's, graduate students I had met from Taiwan and Hong Kong were more than ready to return to China upon receiving their advanced degrees. It can only intensify when the present US imperious behavior. They have also seen how Japan were put to the sword in the late 70's.
    The track of "intellectual/knowledge capital," representing the center of gravity of global economy, eastwards had been given expression early in the 2000's be a LSE professor Danny Quah, now at Nanyang Tech University in S'pore. It wasn't heeded by the West I suppose.

    Remember when back then Japan was rising super quick as a economical and technological powerhouse and the US perceived it as a threat to its dominance? When Japan was (and still is) a close strategical partner, people in the US started boycotting Japanese cars and in some cases going as far as committing hate crimes (see Vincent Chin) and then officially the US started a trade war against Japan, an ally power, to curb its growth. The US is all about free trade until when it doesn't suit America, that's when boycott and tariffs sweep in.

    To be brutally honest, China is not lacking of talents at home, their educational system produces 5 million STEM graduates a year, the competition is fierce. And the overseas returnees are no longer favoured like before, they still have to compete with graduates at home. The Chinese tech companies select the best of the best.

    As Spengler (David P. Goldman) pointed out in Asia Times many years ago, trying to maintain dominance over China via blocking maneuvers (e.g. cutting off access to knowledge/intellectual property, blocking access to microchips and natural resources, sanctions, etc.) is a losing strategy that will never be successful. As anyone who has completed against the Chinese in academia or business knows very well, the Chinese as a people are extremely intelligent, resourceful, hard working and entrepreneurial. They will figure out a way around any impediment that the US may place in their way.
    Intel and AMD can no longer make cutting edge microchips anymore (TSMC of Taiwan has to make the most advanced microchips for them.); Boeing can no longer produce top quality aircraft anymore (the MBAs with spreadsheets have wrecked the place) and the US has to rely upon China for pharmaceutical manufacturing.
    This ridiculous situation is unsustainable. The United States is slowly imploding in real time before our eyes. A war over Taiwan would be the Coup de grace.

Immigrants are composed of 45% silicon work force. And many of them are first or second generation immigrants. China build spaceships. And they didn't have anyone in the field before.

    The fundamental issue is that the people making US policy are stuck in a cold war mindset and unwilling - or possibly incapable - of realizing that the world has changed. They also seem to have this assumption that the world is strictly zero sum and that hence for the US to do well everyone else has to suffer.

      That is the mindset of Joe Biden. He thinks that US is as powerful as during the cold war when countries like China were dirt poor. Biden (and those advising him) actually believed that Russia was at the same level of development as the 90s. That is why he believed that Russia economy would collapse like a deck of cards when maximum sanctions were applied.

      Even the Chinese Communist Party is a true meritocracy. Look at state industries with the best employees being promoted regardless of sex. There was an interesting video by Lee Barrett about a woman who works for Shanghai street cleaning unit. She showed how good she was and now manages a large team, including her husband.

There is true equality for women in the Chinese society and it is easily observed when you visit China.

The recent example of an 80 year old woman scientist developing a memory storage chip that uses far less energy and actually learns. It is a leading technology for AI and is being utilised in various areas.

    Any immigrants, including some native born Americans, whom have been raised, educated (especially the highly educated) with excellent analytical skills realized that Western Democracy is a pseudo democracy; democracy only please the mass to make themselves feel better of outcome , as we all know, none of the choice can rarely help improves the lives of regular people; often , they made it worse for regular citizens. The real benefit of these pseudo democracy always help improve the lives of the ultra rich and politicians.

      It is plain and clear. SG condemned RU and sanctioned them. SG welcomes AUKUS unclear SAABs in its naval base. SG hosts YOU ESS naval vessels - Despite being a signatory to the ASEAN Zone of Peace and Neutrality (ZOPFAN treaty) and UNCLEAR FREE Zone and a key member of ASEAN.     It is very interesting to see the plot at 1:31, the Americans are dominant in publishing papers in bio-science, I guess it is funded by big pharmacies, does USA has the world most healthy populations?     I think more Chinese scientists and engineers that work in the semiconductor industries in the West should return to China to develop China's semiconductor industry.
    Why help countries that don't like China or Chinese people in general. Working for Western companies has limitations, you have something called the glass ceiling. There is no such a thing in China for Chinese people working for Chinese companies and corporations.

    I am very familiar with OPC. For many years, it involves lots of mathematics. But, recently, machine learning (ML) makes it far easier. When ML is used, all previous inventions around OPC are not as important. With the strength in AI, China poises a stronger position to develop more advanced OPC for its semiconductor lithography process without needing reinventing the wheels.

      At the beginning of the chip making, the pioneers are 40% of Chinese scientists, engineers and university professors mainly from UC Berkeley and Stanford around Silicon Valley. You are right, there were a lot of Indian graduate students in Berkeley but all in software...

    An even greater "Clash of Civilizations" in the thesis by Samual p Huntinton is occuring again right before our eyes. The "War on Terror" where Western civilization battled the Islamic Civilization and which was won by the West using weapons of war can never be replicated against the PRC (China) in so far as the battle for ascencion to be the World Superpower in military, economy, ideologies or religion etc are concerned.
    The only thing sustaining the Western civilization in these battles is the immense wealth accumulated over the centuries thru various means (monetary, debts, robbing and manipulating resources, emigration of human capital expertise, industrial might etc) are now dwindling and shrinking rapidly thru even more wars created and more debts incurred and probably would Bankrupt the Western World in about another decade.
    Its a slow and agonizing transition unless the Western World wake up, change course, promote economic and world trade, compete without sanctions and arbitrary laws and rules etc to survive and continue thriving thru the 21st Century for its people and society.

      It’s such a shame, America and Europe had a great collaboration with China. China done the manufacturing of western designed hardware, now with these crazy tariffs and isolationist politics, China has said OK, we will develop designs and manufacture them on the equipment we have so successfully created. We will also work with the BRICs nations and the non-aligned and make a World that doesn’t need the West. It’s going to be a very painful lesson for the Old World when they realise we cannot compete with Eastern infrastructure. (And by the Old World, I mean Western politicians because so many citizens can see it and cannot get their voices heard).

    The data presented by the economist is misleading. It is counting the home nation of the university publishing the paper. It is not counting home nation of the scientist who are publishing their work. I can tell this mistake by looking at molecular biology and biology&biochemistry. Chinese citizens are the predominant scientist in this field within the US. So the US is only leading, because the economist is not counting the origins of the authors on the paper and likely that the paper is born from a collaboration of several labs in several universities. The lead lab is often in the US, but the other labs in the collaboration are often from China.

    Scientists have their integrity. Otherwise, they would not have made this far. When a person is trained in US, he/she is loyal to his/her employer with all intellectual properties. There might be a few cases of stealing technologies. But, they are not the norm. The reason that many Chinese scientists return to China is because of opportunities. US's sanction against China creates tremendous opportunities in China which previously had no reason to exist, (why developed technologies which you can buy?).

    In the last three companies I worked (before retiring) all top scientists and researchers were Chinese.These companies were developing software for imagining.Imagine if thousands of Chinese scientists and engineers who are working overseas went back to China.They could boost China’s tech industry.

    The lament would be appropriate if West Europeans had the first claim to intelligence. India and China got left behind because they were shackled by rigid socio-political structures. Not because they were dumb. Indians easily win spelling bee competition, besting the native speakers by mastering a foreign tongue. They run many US corporations and have moved into politically powerful positions. The Chinese win maths competitions with ease and are the bosses in tech manufacturers. AMD & Nvidia to name some. The century of subjugation is gone and they will not let the same mistake happen twice. So don't feel so bad about the balance being corrected. A world with a powerful China and resurgent India is a better world. Kinder, progressive and more peaceful

    That Chinese students should have gone to U.S. universities to take advantage of them should come as no surprise seeing as to HOW many U.S. institutions such as hospitals, railways, anti-slavery schemes, and schools including UNIVERSITIES like Yale and Harvard were founded or have benefited from the American proceeds gleaned from U.S. merchants' participation in the opium trade in China.
    Eminently respected and wealthy U.S. Americans like Warren Delano Jr., grand daddy of U.S. President Franklin Delano Roosevelt dealt in the opium trade and amassed huge fortunes, as well as John Jacob Astor a smuggler on the drug who became the U.S. first multi-millionaire, Thomas Handasyd Perkins uncle of John Murray Forbes of the Forbes Family who also dealt in the opium trade.
    So, one may say that the Chinese were getting a bit of the repayment back by being able to attend U.S. schools and universities. Karma, perhaps?

    1:40 Surprised to see the big gap in Space Science papers between China and the west. Base on actual progress in space programs China seems to be way ahead, instead of way behind as shown in the chart.
    My guess would be China scientists are not publishing their findings since they are excluded from the International Space Program anyway, but instead focus on actually doing the stuff to deliver.
    Similarly I'm surprised to see the gaps in medical and biotech, which is also a key investment area in China. Maybe the system in China and the West are not as integrated, so that the cross reference of research papers are not as high as in IT related fields.

      The real reason is that in the field of space science, it was previously Chinese state-owned enterprises that were doing this work, and they tend to publish papers in Chinese rather than in English. As for medicine, Chinese researchers actually prefer to publish papers in English, but Chinese medical research is indeed very backward, so there are not enough high-quality papers.

    Something similar happened 100 years ago. Then the movie business was starting in the US, tech companies created barriers to new movie companies. So what they did was to move to California where they would be independent of New York (where technology was at the time). This is how Hollywood was started.

It is extremely difficult for me to get an acceptable job here in the US, I am not talking about super high-paid job, but just a relatively acceptable job for an average STEM phD, the opportunities are extremely scarce and I feel like the US government doesn't want us here. There are way more opportunities in china for the same positions now. The threshold and challenge for us getting a visa and greencard is going up every single year, the US is pushing us back to China, if you american guys wonder why your country is losing in technology, blame your government who refuses to give a visa or greencard to the foreign phds while letting those illegal immigrants pouring into your country at the same time. Now for the same STEM phd position, the payment from China is getting closer and closer to the US while the living cost is probably 1/4 or 1/5 of the US, thus making more and more chinese phds chose to go back to China.

      A lot of U.S. citizens don't care for what our government is doing either but we have a corrupt oligarchy and our so-called democracy is a facade. As an American, I see "our" government as the main threat to peace and development in the world. Very impressed by the rise of China in science and technology. Especially enjoying the Chinese space program after they were snubbed by the U.S. Congress and banned from the ISS in 2011. Good luck in your career.

      Hope that after you graduate, you will have seriously decided whether to stay or go back to your ancestral homeland. If you take the second option, I hope that you will also have a command of putonghua (common language mandarin) which will make your application as well as life a whole lot smoother, easier and most certainly, enjoyable.     the fact is China is able to produce 7nm chips now and China is working on 5nm to improve efficiency rate.

    Antichina propaganda has flamed racial discrimination against Chinese Americans, hence this is another factor that pushed many of them to go to China for career growth (bamboo ceiling was another factor)

    As the US and Europe fall into austere economic times, many jobs will be lost and crime will soar. On top of a recession, the governments huge deficits will increase inflation making worker’s purchasing power shrink. Out of control government deficit spending will ultimately not only dethrone the dollar on the world stage, but will also drive many experts to leave for greener pastures

    China seems to be doing well in all the tech fields. The only place where the USA is still leading is in them medical, medicine, and molecular biology fields. USA medicine may be the best, but also leads the world in high cost.
    USA leads in space science because they had a space station for a long time. Now that China has their own space station they can now catch up on the space sciences.

    I remember the jokes we used to make 15 years ago about the research projects at US West Coast universities. In 80% of the cases, there was always a brilliant, hard-working Chinese scientist/student working on the complex topics and a leisure-oriented US fellow whose name also had to appear on the paper.

    I have thought about it and it's crazy to see the US & it's allied countries going crazy about the Chinese dominance Green Energy Sector. US & allies had the same Dominance in Chip Production Sector and they decided to sanction their biggest chip consumer (China). China could have done the same with EV's and Solar energy production but they decided to take full monopoly over the markets, it's bringing huge benefits to the Chinese economy.
    Now the same US & allies are sanctioning themselves to trade tariffs against the Chinese Green Energy Sector. Which is though not yet visible killing their economy.
    My question is why are modern days politicians so dumb 🤔🤔🤔🤔.

    When the US imposed sanctions, it woke up China and many other countries. Technology is not magic; it’s only a matter of time before China catches up, given its large population and the high number of geniuses it produces. With positive motivation, China has demonstrated how quickly it can achieve significant advancements. Sanctions are merely short-term hurdles. The US is thinking in terms of the 1980s, but today, recovery and improvement can occur within a year or two.
