the frame rails are good. should I cut the rusty out ? or grind it, paint it, and patch over it ?

well it all depends if you want do it right and make sure it looks great, unless your going with carpet. but personally i’d recommend fixing and patching it. best of luck to you and your build my friend

If you're planning on keeping I'd definitely replace with new panels.i have a 79 Z and I back halfed mine most of these cars rust out on cowl and floors

the rails underneath look really good. I'm thinking i'll cut the sheet metal out and replace

Cut it out and patch it. Do it right.
