At the title card, I *did* have to use a calculator, and my answer is d) 333.3 (approximately). Let x be the initial number, and 18% is 0.18, then: 0.18x = 60. Therefore, to find the original number, divide both sides by 0.18: x = 60 / 018 = 333.3333333333333.....
Why didn't you choose numbers in your question that gave you an exact answer or put 333 and a third as your d) option? Then at least some would get the answer right.

poor logic in the explanation if you divide 60 by 18 tells you what 1% is then multiply by 100 this is not so complicated for a student to grasp
