  • The Dominican Republic has closed all its borders with Haiti.
The countries are in dispute over the construction of a canal from a shared river.
The Dominican government says Haiti's project violates a 1929 treaty and “must be halted immediately”.

The most worrying element in the crisis generated between Haiti and the Dominican Republic is that there is no valid interlocutor to sit down and negotiate an adequate solution to the impasse caused by the unilateral decision that violates the existing agreements between both countries for the correct use of the waters of the Masacre River, a situation that is aggravated by the belligerent statements of the gang leader Jimmy Chérizier , Barbecue, who has taken the issue as an instrument of armed struggle, going so far as to publicly announce his intention to overthrow the Prime Minister of Haiti Ariel Henry , who has declared itself incompetent in the face of the problem.
The chaos prevailing in the neighboring country transcends its borders and as President Luis Abinader warned in his speech before the United Nations General Assembly, the situation can become a threat not only for our country but for the entire region, insisting on the need for the UN Security Council to approve the resolution, endorsed by the president of the United States, Joe Biden, for the creation of a multinational force to assist the Haitian police in their fight to restore order in a nation turned into a time bomb.

The river starts and ends in the DR meaning it would dry up downstream in the same place it’s being fed and starts the DR. Given the depletion of good soil in Haiti not helping the river recharge. I can see why the DR is upset. As for 11 canals no one has get to verify that.

    Article 10 of the
    "DOMINICAN REPUBLIC AND HAITI
    Treaty of Peace, Friendship and
Arbitration. Signed at Santo Domingo, February 20, 1929.
    "Article IO.
    Because rivers and other watercourses
are born in the territory of a State and run
through the territory of the other or serve as limits
between the two States, both High Parties
Contracting Parties undertake not to do or
consent to any work capable of changing
the current of those or altering the product
    of their sources.
This provision cannot be interpreted in
the sense of depriving neither of the two States of the right to use, in a manner
fair and equitable, within the limits of their
respective territories, said rivers and others
    water courses for irrigation."
So the questions are....how much water will be diverted? How will this affect the equal use of the river?? Why is this being done unilaterally and haphazardly (without any studies, no Haitian government say, etc )???

Doesn't work that way. If they divert the river there won't be any water for any farms in DR south of the canal. It could also cause floods due to poor construction and they actually need a really expensive infrastructure to make this work. Is more a selfish attempt at taking all the water from the river due to droughts caused by widespread deforestation in Haiti. None of which are bilateral problems. The river should continue to be shared but an illegal Canal is never the answer. DR is now proposing a dam before the canal which would render this canal null. Is a lose-lose situation. Even if they finish the project if the dam diverts the water before it enters Haiti they would be back to square one. The solution is not an illegal Canal but an agreement to share water again.

Haitians cannot manage anything because they destroy all they touch.
Their ancestors used to live in the Sahara Forest....
Now seriously it would be better if they became self sufficient and Haitians didn't come to DR ,but that just won't happen because they don't know how to manage anything outside of a handful of elites and those only care about themselves because most are not even Haitian.
DR cannot allow Haitians to destroy more of the island than they already have and especially when it affects DR.
Haitians already have caused enough damage and DR cannot solve their problems...let France,Canada and USA help them .

Also, why did you say that the river is located in the Dominican Republic mountain and is 55 Kilometers long, and Haiti only has 7 kilometers of water? The 7 kilometers they have are the border of the two countries, and the canal building could cause the river to be diverted and affect the farmers on the Dominican side.

The river is what separates both countries. Each country has 50/50 rights to the river. Haiti has five rivers flow into it and DR has 3 rivers and one partial one.
      The rivers from haiti and Dominican republic are as follow;
      Haiti:
      Guachone River
      Grande River
      Chaine River
      Capotille River
      Limonade River
      Dominican Republic:
      Mao River
      Guayubín River
      Maguaca River
You can build a dam all you want it will not stop the river. Haiti can block their channels too and now what you will be in a great disadvantage. The best way is for both countries to work together and not trying to be selfish like the dominican republic are doing. Haiti has rights to the river too. Haiti supposed to have connections to it to serve its people just like DR did.

Haiti: environmental danger - President Luis Abinader, in his speech yesterday before the United Nations, asked the world to search Google Earth and look at the difference that exists between one side and the other of the border in Hispaniola. On one side is the lush Dominican territory and, on the other, the deforested Haitian land. I was flying from San Juan to Port-au-Prince in an American Eagle and the pilot said over the intercom: "look to your right and you will see where Haiti begins and where the Dominican Republic ends." I will never forget that terrible image, which presented two very different faces of the same piece of land. In those almost 30 years, things in Haiti have not improved, while in the Dominican Republic entire reserves have been created to protect flora and fauna ecosystems. It has been a completely unequal development, as has been the history of these countries, trapped in the same space, with diametrically opposed realities and dissimilar beliefs.
The truth is that Haiti became an environmental danger years ago, but no one is addressing the issue, because it does not affect them closely, which is not the case in the Dominican Republic. The conflict caused by the canal in the Massacre is the result of all that poor environmental management. It's not something that happens now, it's just that the river wasn't important when it was pouring rain and flowing with enough water for everyone. As time has passed, that has changed. Deforestation on the Haitian side of the island must have altered the water cycle and harmed the natural production of the liquid on the entire island. So, we see a Massacre short of flow and some Haitian "entrepreneurs" seeking to assault it to prey on it, which is a crime. In that I agree with the Dominican Republic. Haitihas been an environmental criminal for decades and its oligarchy has encouraged the destruction of its natural resources without restraint. Now they want to do it with water and it should not be allowed, so it is time for the UN to do its part and mediate in this conflict, which more than a Dominican complaint, is a climate change problem.

Keyword being AS MUCH. Not entirely. The river is near dry now with the canal it would essentially divert it's entire course and leave the DR side without water. As much yes, one sided,, no. The hydrological study they supplied to DR clearly indicated the flow the canal would create and due to the low levels of water it is 💯 of the flow now. That's the problem. Is not that they can't take water is how they are taking it and what it would mean for the entire region. DR is also know for having dear dry rivers flooding after storms. creating a canal this way could also be super dangerous and potentially cause floods.

DR can do all that it wants. there is one thing I am sure about we will not stop the canal and we have 10 more to take after that. We did it in 1804 and will do it again if DR changes his mind and we are ready.

The Dominican Republic is nowhere near to Haiti’s signature in history. Besides, the only thing we can talk about historically is:”The island of Haiti.”
We Haitians, have always been the forefront since our revolution in 1804. We are the first free black republic, the first independent nation of Latin America, the first republic to be born out of a slave revolution.

As a journalist you are expected to do your work before you report on a subject. What is the river’s debit and how many cubic foot per second will flow in this tiny canal Haiti is constructing. The river is not going to be diverted and Haiti should construct 10 more to get equal to DR

Also, river massacre is not for DR it gets most of its water from 3 large river in Haiti. DR signed an agreement with Haiti’s government in 2021 to acknowledge the construction of the canal. Luis Abinader is using the canal for his electoral campaign we should not fall for his tricks

haiti just has 600 mt of that river inside haiti.. and just 6 km of that river is in the border.. all the rest of the river is in DR. where it is born and ends (and the place it gets its water from because haiti has dried out the other rivers throught the border specially in the south border with pedernales and jimani for the same reason, making it look like a dessert) you dont take care of your environment... you cut a lot of trees. do your research.. the channels you are talking about where built more 40 years ago. and some of them closed after Haiti complained. others that remain share the water with hatian farmers as a reservour for both... the highlands of a river and the low plains are not the same... a channel in the low plain of a river has more probabilities of diverting the river water and make it dry... you have a PHD doing that in the south border and your country just look your rivers!! they are all dry!!

No. No more. We give em a lot of our territory already. Tell me what country in modern days does that. Now they trying to take a river to mine gold for a private company. That will affect all agriculture on the north of the Dominican Republic. F all of em. The river is born in our territory and is ours to do what ever we want with it if they break the 1929 agreement. Don’t talk about something u don’t know.

Do you want DR to be more supportive than it’s been throughout decades?
DR has been nothing but supportive with Haiti. This is not a matter of supportive anyway, the river is born in DR’s land and is shared with Haiti for about 5 km before returning back to Dominican land again. By creating a canal they’re also not allowing that other part of the Dominican population to get the water they need for their daily day activities.

The DR can't take responsibility from the the problems of Haiti anymore. For years and after receiving millions to rebuild the country. You need to ask to government of Haiti and not DR.
