hey i play mario kart 8 deluxe and know some of the strats (not all mind you) and heres my advice for improving
learn soft drifting. theres like a billion tutorials on it
use a lightweight character, you'll bump into walls less since they have better handling than heavyweights
the teddy buggy + rollers is a good combo but ditch the hylian kite. use the paper glider. biddybuggy + rollers + paper glider is a great combo still
runners vs baggers are determined by the amount of shortcuts you can take: cheeseland is the most famous of bagging tracks due to it having a billion shortcuts and a bullet bill extension. a runner would be something like mute city or neo bowser, those barely have any shortcuts
mini turbo is your best friend. for builds its mini turbo > speed though since its a hidden stat in the game you cant see it. just use rollers and paper glider with anything and you should get a halfway decent combo no matter what
