I looked up the reason for adding the milk to the boiling water. It enhances the sweetness. That said, I would cook both the cauliflower and broccoli in the same water to save work and cleanup. Also, a food chopper would help make things go faster for those pressed for time on many of these veggies. Personally, I would make as shown but I have more time for cooking than others so no judgement here. I love dishes like this. Meatless and full of healthy veggies. Looks like a winner to me.

I do this idea with Quiche but prepare eggs, milk, spices, & cheese in a bowl & add veggies raw to it then pour over a layer of thinly cut sweet potato on bottom and around edge of quiche pan and same cooking time. Your sauce makes it something new to try maybe without the potatoe crust. Thanks

So fattening. And it takes at least an hour. I can stir-fry all these veggies in a Dutch oven in 20 minutes, only using oil and spices.

All the nutriens in the vegs are gone after you boil it. Meaningless way to cook. Steem it instead!
