This was something that was solved a long time ago. I remember watching Unreal developers explain how they account for step-ups and code the leg's animation bones to raise a little. I know the issue has at least been solved since before the first Dark Souls. I wish I knew more details about when it was first introduced, but I'm sure there are simpler implementations in modern engines. And I wouldn't really mind if they stopped doing this and just let feet clip through props, cutting many small stuff like that could probably make games easier to run on lower end hardware.
Wind instrument players are really just like that. I haven't seen a pro clarinetist play without dancing and it annoys me to no end, like could you please keep the band looking uniform and not wiggle around everywhere?
You need to have the Performer feat, so you either have to choose that while leveling, use custom characters that start as bards, or mod the game to give them an additional perk/feat.
Pretty cool detail that their footsteps adjust to the uneven terrain.

That feature exists in some games released 15 years ago, maybe even earlier. A simple but cool thing indeed.

You should try this again patch 9 style where people without performance/musical instrument proficiency might have a harder time with harmonies ^^
