I just made this and it was a nice, easy pattern. Was challenged by the head circumference so I had to size my daughter a few times but she is two and I'm excited to give it to her! Thanks for the lovely tutorial!

I am doing a 0-9 months how many chains it 17 to 17 1/2 inches

Thank you for watching! The amount of chains needed are based on the yarn you use and the size of the hook. That is the reason why this headband is based on measuring your chains until you reach the 17 - 17 1/2 inches
The thinner the yarn the more chains you need. Hope this helps.
