They are a warrior race who are used to conquering galaxies, they don't exactly have a reason to revive them, unless they wanted to secure that races future, but seeing as most living pure saiyans (besides broly) already have offspring, it's pretty unlikely. Vegeta would do it anyway tho, just to be a prince of more than 6 people.
The real reason Nappa cuts his hair is because it looks better for his modeling career
