the farmer is too close. his pacing is a sign of that. if you don't want to redo the wheat farm add more doors to the village. should start up then but the farmer won't go out further than that circle he was making.
Well my guess would be that you need to drop them bread not wheat for them to breed and farmer is just running around because he wants to get inside the houses of village (I had the same problem when I put iron farm too close and after removing the doors he started farming again)
Yeah, I removed the doors to see what the Farmer would do and he did start to farm. I added the doors back to rebuild the village and the farmer started to pace again. Rebuilding the village did not change the breeding though. I may give it an overnight after to see though.
