Tools built to work inside Maya, which is completely different software than Blender... make a guess. On their page they write: "Our selection of Maya C++ Plug-ins".
Crazy that a bunch of white people (including Asians) can create 3D models like this but refuse to take the time to create 3D character libraries of black characters and their hairstyles. Pop off though.
