Seems unlikely since they burned new cars and training vehicles. The city is currently rolling out new black patrol vehicles, so there should not be a shortage of training patrol cars soon. The other vehicles (such as Crown Victorias) are likely used as training aids for P.I.T. practice as their low center of gravity makes them harder to rollover.
