Remember they only have all season tires. It would double their costs to have winter tires, add maintenance intervals to change tires, the soft compound of winter tires wear out faster, the winter tires lack the side radial steel bands to protect against rubbing against the curb when stopping at a bus stop and schedule 1 and 2 streets will be plowed to the pavement within two days of a snowfall and those are the streets the buses use. Of course city buses would have problems on the day after a snowfall...
