The unwritten rule in this case is that it's completely legitimate. You see it happening on the infield, like pretending to throw the ball back to the pitcher, letting the distracted base runner take a step off the base, and then tag him out. Even though this wasn't strategic, it's totally within the guidelines of the unwritten rules, and it's even consistent with the spirit of the game.
