Joe is probably one of the most underrated characters in the whole show. Him and The Claimers felt like what would be real if awful people joined together in the apocalypse which would absolutely happen. Him and Shane were probably the most realistic villains in the entire show. They aren't the best but they are damn near close to it. I mean, the Governor and Negan are just a blast to watch and definitely my favorites but Joe had that sense of realism, same with Shane who would probably be 2nd or 3rd best. This list id good but Id put Joe and Gareth a bit higher. Also thank you for putting some respect in Beta and Shane's name.
While I agree Shane was ahead of the curve doing things everyone would have accepted by s5, there’s no denying he was the main villain of s2. he murdered Otis, put the group at serious risk by opening the barn (justified to an extent) and his obsession with Lori ultimately led him to attempt to murder Rick. And let’s not forget when he threatened to kill dale. he also caused many arguments and in ricks very words, “compromised” the group’s safety on multiple occasions. he was a villain and a damm good one at that
Shane is literally just a minor villain to Rick. What him the hardest villain to defeat was because he was Rick’s partner and best friend. It’s sad that it turned out that way.
I would move Negan to Second place, The Governor to first place, and Shane to third place. Negan redeemed himself after losing everything, Phillip tried to take control of an army for the second time.
