The only advantage that Negan had was his numbers. The Governor was a one man army and crushed walkers with his bare hands like nothing. Not to mention that Negan's arc was fucking boring and the saviour war even more boring. The Governor had better character writing and didn;t overstay his welcome.

So did negan, 3 times, and the governer had his men there too, lets not pretend that the show has horrible writing to send the governer alone as if he is bulletproof, negan created the most tense episodes in the history of the show , and possibly tv, the only thing that came close to that was when the governer had hershel and michonne on their knees, and even then the reason that wasnt as suspenseful as 7x1 is because the governer is fightable, negan at that time was thought to be the most powerful man in the continent and maybe even the planet, and the way he demoralized our characters and made rick his bitch was something the governer could never do, if the criteria for a good villain was being psychotic and a “one man army” then beta and carver would be at the top of that list too, but no, there are so many factors and negan has them all ticked, not to mention the fact that negans arc being boring had nothing to do with negan himself but the horrible writing the show had during those seasons, even then, negan was such a good villain he still had some of the most tense and memorable scenes we’d seen, everytime he came to alexandria, his fights with rick during the war, as well as the finale of season 8, were all memorable moments of the show, bottom line is negan is definitely the best villain of the show, he had a much larger impact on the characters to the point where they kept him alive even though he committed monstrous acts, hes more complex and was much more scary, making him the best antagonist in the walking dead.
most villains are broken, Gareth was tortured along with his family and friends when they were trying to help people, the Governor lost his wife before the zombies, then his daughter, then his daughter again, and then his whole community....twice.

He wasn't right about everything. He wanted to protect the group, but he also would abadon a little girl in the woods. While Rick made hard decisions Shane made the easy ones thinking he would keep the group safe.

Joe is probably one of the most underrated characters in the whole show. Him and The Claimers felt like what would be real if awful people joined together in the apocalypse which would absolutely happen. Him and Shane were probably the most realistic villains in the entire show. They aren't the best but they are damn near close to it. I mean, the Governor and Negan are just a blast to watch and definitely my favorites but Joe had that sense of realism, same with Shane who would probably be 2nd or 3rd best. This list id good but Id put Joe and Gareth a bit higher. Also thank you for putting some respect in Beta and Shane's name.

Him and Shane were probably the most realistic villains in the entire show. They aren't the best but they are damn near close to it. I mean, the Governor and Negan are just a blast to watch and definitely my favorites but Joe had that sense of realism, same with Shane who would probably be 2nd or 3rd best. This list id good but Id put Joe and Gareth a bit higher. Also thank you for putting some respect in Beta and Shane's name.
