1945 was a long time ago and the UN Security Council needs to be updated to reflect the world today - right now it does not! This needs to change. If it doesn't something else will come in its place - and that may not be a good thing.

UN is not all together useless 😅. They still do some important ground work like overseeing elections, protecting certain communities from extremists in Africa, protect foreign Ngo groups like red cross in volatile areas, protect those who administer vaccinations in illiterate regions. There are also branches like UNICEF which still does important work in getting poor children to school. UNESCO giving aids to maintain heritage sites.
UN does pretty well when the big five doesn't get involved.
But I understand the examples you mentioned are massive failures of UN especially Iraq and Rwanda.
In North Africa rebels are killing entire village populations UN soldiers are the only soldiers there protecting the innocent

THE UN: As a graduate one of the most prestigious schools in the nation, The School of International Studies/bachelorette studies, I must begin by stating that although my efforts may be somewhat premature in this matter ... I am concerned for the security of the communities involving the status of refugees, immigrants, dissidents of wars, conflicts(holocaust survivors or those seeking refugee status due to ethnic, religious, or sexual genocide, transients..,etc.....,that for all of those involved be protected or divide a ' protective status' of asylum status, if you will, to guard the defense of criminalities associated with these matters.
The influx of people, children, wives, fathers, mother's etc., is becoming of an increasing and paramount issues to confront these issues. But, I think, specifically, certain incidents or atrocities that have occurred as a result of this is clearly evident and has to be stopped.
So, for the US government and it's allies to step in to declare Marshall or Absolute Law would require full participation from legislature and international laws thereof associated!!!!!
So the council that promotes peace mainly through "democracy" does not practice the principle of voting, which is 50%+1%... but has veto.
If a Prime Minister or President can't walk down the street without security detail out of fear of being hurt then he / she is not a leader of the people but rather a leader for their own back pocket and therefore doesn't have the love of his/her people.

so in summary the security council is a place where the victors of ww2 gather to prevent another "big war" and most of all prevent war with each other with other member states their to make things look a bit more fair on that point people forget america originally had no interest in involving itself in foreign wars.
but it eventually took notice that if things on one side of the globe are left without oversight eventually they would be drawn into a conflict with some great power whether over a trade partner caught up in a war , or a conflict blocking sea lane access and finally the situation Europe faced with ottoman empire having control over the sea lanes from Europe to east africa and asia , thus we have the established law of the sea so american ships can navigate the world avoid hotpots , cross narrow straights regardless of its administering power.
Why all this explanation its simple america really and truly got what it wanted out of the current world order that is having its maritime trade routes secured the benefit other country's feel is just a side effect so as long as no one challenges / touch maritime law and makes to much noise to interrupt trade with is business partner america is satisfied and retracting its power to focusing on these goals.
