From what i realizing about this, mamizou and orin are more like late-game type of characters, like kana or kotohime (characters which are better for long matches).
Mamizou extra attack is only random animals and orin extra attack are spirits which gets bigger when the scope box is used, which is pretty lethal for later in the game (and more because bombs doesn't dissapear them) , which makes her useless for the beginning but pretty good for later. (Though, she haves a horrible DPS, horrible and useless scope box, but a great bomb range)

Her entire purpose is to get bombs theres literally no reason why her lv2 is shlonged
