The reason the NVWT's Alco locomotives smokes so thick is because General Electric, which was Alco's electrical equipment supplier at the time, essentially forced Alco to used its turbo, instead of its in-house design. The turbo didn't really work very well - the smoking was due to the very noticeable turbo lag. And that turbo is ill-suited for a diesel - in essence, its the same unit used for the P-38 Lightning's engines.
