I definately know that feeling! I love buying "broken" comouters for cheep! I want them to just magickally work, so that I can sell them for a profit! However I also want the challenge of fixing them up!
I have this exact model. I'm having issues with cooling. My fans will run like normal sometimes but usually I notice my game lagging and I'll check temps to see 98 100°c. If I restart the pc the fans go into turbo mode at boot up. Have you seen this before. Also I want to upgrade the psu so i can use a gpu. But there isn't much info on upgrading these
That cooler fan only attaches to the cooler. Remove cooler hold-down bolts and the thing come out as one complete unit. Of course, to really check things and do a “deep-dive” refurbish, then yeah remove fan from cooler.
A friend with a stock of electronics of unknown functionality, had two choices. Test everything to see what works. Or sell them as "parts." Takes less time to sell these as "parts." There is no down side. Either Buyer receives an "as described" non-functional item. Or the item is functional; and the buyer is happy. Who then thinks the seller may be other functional parts, and buys more.
It could have been the ram stick that was not seated correctly. that lead the seller to believe it was not working. Could have been an intermittent issue.
As an owner of a SFF 7010 I enjoy watching videos like these to see if I can pick up some tips.

can only say you're a lucky guy paying the price for a damage pc but getting a working pc, not bad at all.
I think some sellers consider no drive as "broken" just to get them moved

Its normal when you first plugin the system and it makes loud fan noise. Could be cpu overheat.

Certainly does make sense to do it that way, probably why that happened.
