The reason this is so much like Benny Hill is because this was meant to be a new series for Benny, but he died, but Central TV decided to do it, but with Freddie Starr instead. It was produced and Directed by Benny's friend and producer director Dennis Kirkland.
I'm ashamed to say that I am one of the extras in this. This is the first time I've seen it since it was recorded in 1993. I was also in the studio when this film was shown to the audience. It was received with a complete, total, and well deserved, silence! The audience on this are really laughing at something else

This is dire. In fairness to him, FS really was a very funny guy but his strength was stand-up, where he could be himself and react to an audience. Putting him in a lame sketch format was never going to work. The writing here is also particularly awful - it wouldn't have een funny no matter who did it. If you want to see the real Freddie check out his Royal Variety Show clip from the 1970s. Whatever you think of his later career that was fantastic exciting stuff.
I've seen this many times but it's only now that I notice the man juggling at 6m49 !
