I agree with cigarettes. Yet alcohol is not only for drinking and can be used safely, I say reduce the usage with something similar to coupons. Only a certain dose available. It was used for almost every product for some time for example in Poland after WWII. Not good, but if it was for a few products it makes some sense

Here's a thought… Require a license, with the fees given up front voluntarily. License would require some education and must be displayed at the location hazardous fireworks are discharged. Problem solved…… and no one mad. Illegal fireworks become legal yet legislated and generate revenue.
