Correct. Here is my analysis: Philippine Coast Guard, on top of screen, is the one accelerating/speeding up, and tries to outrun or cut in front of China Coast Guard. The video shows China Coast Guard is slowing down. Then Philippine Coast Guard while traveling at a higher speed collides into China Coast Guard. Upon completion of the collision, Philippine Coast Guard speeds ahead of China Coast Guard, showing that it is the Philippine ship that is accelerating and at least maintaining a high speed before, during and after the collision. So, Philippine should be assigned more of the fault/blame of the collision. Ships have responsibility to mitigate damages.

China is currently enforcing sovereignty over the islands and reefs, because Philippine keeps trying to take them. China’s enforcement procedures are not aggressive or bullying. China uses blocking and water cannon, which are less aggressive and less invasive than the methods used by coast guards of Philippine and around the world.
Philippine is really the one that uses aggressive/bullying, hostile and deadly forces against other countries’ fishermen (Taiwan, China) especially back in the 1970’s until 2010's, during and after Philippine forcefully seized the islands and reefs from ROC/Taiwan. They did chasing, onboard searches, shoot to kill, arrested fishermen, seized fishermen’s boats and rammed their boats. However, on the current incidents between China and Philippines, China has not caused any fatality.
The Philippine, during the 70’s, forcefully seized and currently occupies 11 islands, reefs, etc., which included Zhongye Island/Pag asa. These were originally under ROC/Taiwan’s administration. They were seized by Philippine from ROC/Taiwan when it was too weak to defend from Philippine and pressure from US.

China is guarding and enforcing sovereignty over the islands, shoals and reefs in South China Sea because Philippines constantly tries to take them.
The Philippines currently occupies 11 islands, shoals, etc., in South China Sea. These were originally under Republic of China/Taiwan’s administration. They were seized by Philippines from ROC/Taiwan when it was too weak to defend from Philippines and pressure from the US. For example, Philippines seized Taiwan’s Zhongye Dao/Thitu Island during a storm when Taiwan’s troop temporarily relocated to nearby Taiping Island for safety. Philippines keeps trying to take Huangyan Island/Scarborough Shoal and Rén'ài Reef/Second Thomas Shoal by purposely shipwrecking the Sierra Madre as an outpost, and tries to transport construction material to the illegally shipwrecked Sierra Madre for reinforcement on-site or near it. China is guarding them and enforcing sovereignty over them because Philippines constantly tries to steal them.

What vessel has to give way?
If a power-driven vessel approaches your power-driven vessel from your starboard side and poses a risk of collision, you are the “give-way” vessel. You must keep out of the way and avoid crossing ahead of the other vessel. The other vessel is the "stand-on" vessel and will maintain its course and speed.

No need to check my eyes, all pilots or ship captains know they have to give way, means steer his airplane or ship away when there is another ship or plane coming from his starboard side, means the right side and there exist a risk of collision. The vessel at the right just have to maintain speed and heading.
If you guys don't know, keep quiet and then no one will know you are that not bright.
