Допустимо ли применять артикль в таком контексте? 2) Если речь идет о городах с одинаковыми названиями, но которые располагаются в разных штатах/странах, допустимо ли использовать артикль с названием города для указания на конкретный город из "тезок"?
Если так говорят, то точно можно. the показывает, что это президент тот самый, американский, теперишний, и всем собеседникам это ясно из контекста. Похоже по смыслу на "наш президент".
