Only on the glow switches,most capacitors , condensers are around .001 to .0047. anything around that up to .01 will work working volts usually 200v or higher but that's not too critical just don't go too low on the working volts,
Yeah then I would say the glow switch is bad that is the glass tube.,They can still work even if the glass is totally black ,but if the light still won't start,then,yeah ,it's most likely bad .

It's on the ohm scale
That will also show any resistance across the condenser,capacitor

What if the glass tube is all black? Starter shows no short, but won't make the light come on.

@@christhurman9102 Thank you. I can't really be sure what the issue is. I tested the lights and they have about 6 ohms resistance too.
@@mantolaman yes a new starter or a new glow switch in the old starter should fix the problem
Thanks, mine was shorted. It isn't mine really, my brother had a bar light that wasn't working and asked me to look at it.

In most cases the condenser shorts out and by removing the condenser, the starter will work again until the neon tube itself fails
