One thing I noticed was wrong; nowaday-Kaliningrad never was a part of the Russian Empire. It only recently was ceded to the Soviet Union after WW2.

If Russian empire population was included it would be 150 million people but most of them are very young, birth rates rising like crazy and lives in rural areas
It would be a dangerous combination combined with the resources and industrialization it would rocket up to 400m to 600m population if the government was humane...
It's my own speculation but if the Russia populace was managed correctly it would be more powerful.
