My 2005 TDI new beetle fuel gauge isn't working?

I would like to know where the area is located in the eeprom that contains the radio security code that the instrument panel sends out that will unlock the stereo. I know the location of the code in the stereo itself but would like to know the location in panel so it can be edited to match. 1999 beetle is the year.

Part numbers are on the back cover but you won't be able to install a used one because the immo cannot be programmed in the cluster so it will need to be deleted from the ECU or the cluster itself repaired if possible.
