The F-16V/Block 70 can be built by upgrading even an early block F-16A. ANY F-16 can receive this upgrade.

Literally never. The F-16 has never been shot down by another fighter in aerial combat, except for one that was shot down by another F-16. (Greece vs Turkey) Everyh time it has gone up against ANY Russian fighter, it has won.
