  • A Conversation with Ambassador Pankaj Saran
For decades, India and Russia have enjoyed positive bilateral relations, strong arms trade and expanding diplomatic cooperation across a wide breadth of issues. However, Russia’s war in Ukraine has exposed challenges in its defense production sector and alienated Moscow from the broader international community, posing challenges to its relationship with New Delhi. And as the United States and India seek to expand their relationship across the defense, diplomatic and political spheres, New Delhi’s commitments to Moscow have become more closely scrutinized since Russia’s full-scale invasion two years ago.
Join USIP for a conversation with Pankaj Saran, India’s former deputy national security advisor and former ambassador to Russia, that will examine the strengths and challenges of the India-Russia relationship two years into Russia’s war in Ukraine and the implications for the trajectory of U.S.-India relations.

In geopolitics no one is a permanent friend and no one is a permanent enemy. That being said, it needs to be acknowledged that the Russian and Indian relationship has stood the test of time. At the same time, India and US are on the same page on many ideological grounds, however it's a saga of missed opportunities and miscalculations. I mean, by strengthening China, the United States has created a headache not only for itself but for India and many other Asian nations too. Henry Kissinger may be a very astute and shrewd politician, but with the benefit of hindsight, it was wolly headed to strengthen China over other nations in the region as China is a hegemonic and expansionist power.

    • @isacr4063
      @isacr4063 18 дней назад +1

@@earthling017 perhaps permanent is too long. But india and russia do share a bond. If I can draw a parallel between US and UK.
Interests are aligned between US and India especiallh on china but there is no real chemistry. India can never be a western country and US can never fully understand indian ethos. So we can be close partners as our interests dictate but I would hesitate to say US and India can ever be as close as USA/ UK. Never allies. India would never count on USA to stand between India and a hostile nuclear force as the soviets did for india in 1971 against the American 7th fleet and the supporting British cast. Many of America's non western allies are confronting this harsh reality already.

@@dharma7766nothing wrong with Hindu nationalism. But modi is not a Hindu nationalist. He is the most secular leader India has ever had since independence. The purpose of Hindu nationalism is to protect local faiths from Abrahamic attacks of conversion and coercion. And to protect idolatry and polytheism and nature worship from Abrahamic attacks. But the issue is hindutva people are willing to display aggression against Abrahamics and to oneself. The hindutva path has some aggressive people who care more about pride than life itself and hence capable of harming others. Which sounds exactly like Pakistan. We can be Hindu nationalist and secular at the same time. And teach sarva Dharma sambhav to Abrahamics. No one should disrespect idolatry. We should ensure all idolators will be protected in our country. Protecting ourselves and our culture is not bad. It is good thing. In that sense hindutva is not bad. But that doesn't mean we should disrespect other religions , as long as our rituals and worship practices and gods are respected we give others their respect. No one should spam us saying that our gods are false gods. This is what hindutva should fight for instead of physically attacking others which is highly condemnable.

Someone replied to me about Aksai Chin when I didn't even mention it. He talked about maps. Tibet was an independent nation. A treaty was signed between the rulers of Ladakh and Tibet in 1684 and 1842 confirming that Ladakh including Aksai Chin was part of the Kashmir region and not a part of Tibet. No official Chinese maps showed Aksai Chin as a part of China before the 1920s. Kunlun mountains is the customary boundary between Ladakh and Tibet. And we know about Chinese maps 🤣. Aksai Chin is therefore CoK.

@@chandraaiyar3228 I’m not talking about Chinese maps but the British maps of that time (Maccartney- Macdonald line ) search this u will know that British themselves were not sure about aksai chin to be a part of Ladakh or Tibet. Tibet was a vassal state from the start. Few centuries it was an Independent state just like Punjab was independent under maharaj Ranjit singh. So u can’t claim Punjab to an independent country by that logic.😁 similarly Tibet in the better half of the history was part of Chinese empire, there land connectivity with Chinese mainland is very easy compare to India. We are separated by Tibet with Himalayas. So it was never easy for India to avoid Chinese occupation of Tibet. 1. Russia will be sitting on the fences in case of an Indo-China conflict
    2. West has to understand that the Indo-Russia relationship was based on cooperation with no strings attached during the cold war period where as west always have a give & take approach to any collaboration
    3. In case of USA, India is well aware that any blind friendship with USA is dangerous as stated by the ex official Henry Kissinger TO BE ENEMY OF USA IS DANGEROUS & TO BE FRIEND IS FATAL
    4. India is also aware that a Indo-China conflict is in the west interest as that will allow the western hegemony to be continued for next 100+ years

As an Indian, if i may say and Majority of Indians say #INDIASTANDSWITHUSA. I like Saran, a good candid conversation.
Few things to note here with respect to India-US relationship and in comparison to Russian relationship..
    1. India-US relationship is very young dating back to probably 20-30 yrs BUT it has been ROCK SOLID. Thanks to Americans policymakers for tilting the NEEDLE. Personally, I feel there is still a long way to go and I'm confident the BEST DAYS ARE AHEAD!!
    2. India-US relationship is mainly driven by "STRONG PEOPLE-PEOPLE" relationship. You have so many Indians and Americans across continent that are FAMILIES, FRIENDS, BUSINESS, EDUCATION, INNOVATION, SCIENCE and Even RELIGION (for example HARE KRISHNA"s. So many Americans travel to India to visit pilgrimage centers in India). In contrast, You don't see any of these between INDIANS and RUSSIANS. Honestly, I have hardly had any conversations with Russians let alone supporting them.
In contrast, India-Russia relationship is mainly between diplomats between New Delhi and Moscow on geopolitical front. If i may say its fading and not so strong. I have hardly seen any INDIANS HAVING RUSSIAN friends but on the opposite you have so many Indian and Americans working together on EVERY FRONT!!
If i may ask- HOW MANY INDIANS ARE in RUSSIA? HOW MANY INDIAN STUDENTS GO TO RUSSIA? HOW MANY INDIANS have RUSSIAN Friends? HOW MANY INDIAN and RUSSIANs work together? Answer is - PRACTICALLY NONE for these. This india and Russia relationship almost looks like BACKDOOR relationship
    3. And Indian EX- Diplomat Sitting in Washington and having a open candid conversations with American policy makers is itself a sign how much Americans and Indians are comfortable working together and being as friends. You don't see that between RUSSIAN and INDIAN policy makers having this conversations openly. It is likely between PUTIN and or SOME (Priest class guy) from new Delhi making foreign policy decisions for 1.6 billion Indians.
    4. India and US are rooted in DEMOCRATIC values. Hence, we are NATURAL PARTNERS and FRIENDS.
    5. Lastly , If i may remind that US has a strong relationship and are friends with British, Even though British colonized india for 250-300 yrs and brutally killed millions of Indians. So in this case, IS IT FAIR TO ASK AMERICANS NOT HAVE RELATIONSHIP WITH BRITISH/UK? I don't think it's India's business to say that!
    6. As many know, India is 140th POOREST COUNTRY in world. India's MUCH BIGGER TASK is INDIA'S ECONOMY and GIVING DECENT STANDARD OF LIVING TO Indians. Modi is less worried about Geopolitics!
To conclude, These storms and Bumps will be there along the journey but we must commit to each other and work together.
I'm LONG and ROOTING for STRONG INDIA-US relationship!! God bless AMERICA and INDIA!!

@@abhimanusingh66 Is it true that Russia helped India, and that the US tried to help Pakistan from losing Bangladesh? Germany thought buying gas from Russia would cement their friendship but it didn't work; is there a lesson there for India?

@@StewartChaimson India and the Soviet Union had a defence treaty kinda similar to the one the us has with japan, phillipines etc. the us had the same treaty with pakistan back in the day. long story short pakistan attacked India, India attacked them back and the usa tried to attack India on pakistan's behalf but when India informed the Soviet Union that the us warships are approaching to attack them the Soviets warned the americans of consequences if they attacked India. at the end the us backed off and so did the soviets and the war between India and pakistan ended with India winning it.

One of the distinguishing features of India's foreign policy post 1947 which has remain consistent is to use the principles of Vishwamitra and Vasudheva Kutumbkam as norms to build India as a secure and safe Developing Democracy, the largest Democracy in the World with open, free fair and regular elections for electing its government at various levels. India's friendly policy towards Russia is an integral part of this foreign policy as it is with the Western Democracies. If China and Pakistan do not fit into this scheme of things, it is the choice of their national policy and their strategic policy of War towards India with whom both have a border dispute. The feature to note is that despite disputes and conflicts with each other, both Russia and the Western Democracies along with the world wide Non Aligned Movement has grown to accept India's foreign policy, which is in its own national interest and the objective progress of the Global Economy as a whole. This is one reason why the Western Democracies are prepared to continue future cooperation with India, even while India continues to build upon its past and present cooperation with Russia, even Eurasia.

Solution: get India to have a passage to Europe through the POK and Baltic states. Once Russia and Europe starts direct business with India then India will have a much stronger incentive, capability and lever to bring Russia and China apart.
