No, this is different story than John Shepard. Furthermore, both John and Black Mesa security guard didn't view each other as hostile, unlike this one. And John timeline mostly occurred in that black mesa facility when all troops were ordered to fall back ( Forget About Freeman chapter).
what? why Black Ops hostiles? if when they go to the Black Mesa, they cooperated in H.E.C.U. this yet later they start killing military, that didn't have time evacuate. so, developers of this game really this didn't think it through. and yes, Black Ops go to the Black Mesa much later, that is 4 chapter later.
Find it weird that they give you a crowbar when you have a knife too And they give you a crossbow when you have a sniper rifle And a magnum when you got a desert eagle
