Yes a 25t sprocket. All bikes need regular maintenance and building it properly will help reduce it. Sounds like the rider does a lot of 180/360’s or grinds with pegs. If you do these trick you naturally have to true the wheel more often because of the abuse it does to them
A local bike shop near me has a Throne Goon Orange Palm on sale for $419 I was deciding between that or an elite destro for $329 was wondering if you thought spending the extra money for the throne was worth it or if I should go with the elite.

It's better if you just save up and build a custom so that you don't have to worry about replacing components in the future as you progress, these kind of bikes are only for entry level quality and for 400 bucks it's better if you just save up another 400 and build yourself an aftermarket frame so that you don't have to worry about parts constantly breaking as you ride.
The frame is not full 4130 chromoly. It's hi tensile steel. Also the sprocket isn't alloy, it's steel. All of this information is on elites website.

Try putting a small amount of thin oil on the threads before you tighten it up. It should help you a lot

Yes but you will have to get a fork cap that has a whole for the brake cable

If you are going to the skatepark get the destro if you want to ride around town get the goon
