By the way, the Bosporus straits are *international waters,* since it's connects two seas. Turkey only manages the Straits. No one has to wave the Turkish flag, but it's just a nice gesture in this context (Greece & Turkey currently don't have the best relations). The ship followed all international rules.

Because there are two straits and an inland sea between them. (Belonging to a country) And it is completely surrounded by Turkish territory. I guess you know very little about geography!
