The end stages of Mayor Clarence Royce's re-election campaign were facilitated by certain detectives being taken off a case. Royce is ruthless and will throw anyone under the bus so long as it benefits his tenure.
🎥 DIRECTOR’S NOTES 🎬
🎬 One of my favorite scenes in the show is when Mayor Royce turns Burrell into a scapegoat for the removed detectives and how he plays up his anger into apoplexy, comically due to BPD politics that Royce does not even understand.
🎬 I wanted to design a Scene Remix around "that will be ALL, commissioner" so I decided to extract all the scenes from Season 4 episodes 4 and 5 that dealt with this storyline.
🎬 I had to cut the first scene you see here down a bit on the front end because Burrell uses the F-word right away, and I didn't want the potential reach of this video to be algorithmically negatively affected.
🎬 I wanted the hashtag to be "Marcus Garvey Posters", plural because that's what Watkins says, but it put me at 101/100 characters for the title, and the tough choice was made to put the "s" in a vacant.
🎬 I originally just wanted this upload to focus on Royce, Watkins, and Burrell, but I felt that too much context was omitted, so you get all the politicians and their advisors here.
🎬 This upload triggered a copyright block just like the Full Version of The Tragedy of Old Face Andre, and I immediately disputed it in hopes that like the previous video I will receive "a pass" from HBO and be allowed to publish this come Friday September 8, 2023. If my copyright disputes are interpreted to be false, which I maintain they are not, I might lose my channel, but it's all in the game shorty.

My idea is to screen record me doing my next one, explaining it to them, and I’d end the video by showing them genuine comments left by various people on my channel to the point where they couldn’t reasonably think they’re fake.

Burrell was monolithic bureaucracy personified: he most likely climbed the ladder through a series of happy accidents and not pissing people off too much, and viewed his entire department as a liability to him professionally. He's the type of public official that wants to be upwardly mobile, wants more power, but can't say exactly what he wants as far as a higher level or more prestigious position past the commissioner's office. Therefore, the department has to deal with a leader who is more than willing to smack down even rank and file officers and detectives in order to attempt to make himself look to the administration like a competent leader besieged by incompetent subordinates he can do nothing about. The reality is that through his micromanaging of investigations, and staffing the department's leadership positions with weak and groveling yes-men (including Rawls, who's of the same bureaucratic species as Burrell, but with just a bit more intelligence and cunning), we the audience get to see Burrell's utter disqualification for the job to the detriment of the entire city. He's a man who has climbed to the top simply to claim it for himself, while keeping his boot on the head of the department planted firmly underwater.
Burrell epitomizes the 'more politician than cop' Police Chief/Commissioner. Rawls was the 'natural Poo-lice' turned social climber within the Police Department.
I worked for a guy just like that who became Chief. It was pure hell.

We watched step by step how Carcetti came to be that, started with good intentions and ended up becoming the guy who he replaced.
The Wire explains why things are like they are and why they cannot change. Anybody else in Carcetti's shoes would end up like him, betraying the trust he earned.
Just like any poor kid is likely to end up in prison, Carcetti's fate is predestined and is not really his fault.
Early in the show you came across characters who had already been through that moral corruption process like Rawls, Royce, Landsman etc. Daniels was the first we got to see go through it in real time but he always had a sense of nobility about him. Carcetti went through the same process but he was always cynical to his core

It’s interesting how RAWLS essentially became Bodie in this scene. He’s asked by the mayor to betray friend so he can improve his own position. Basically like Stringer asking bodie “are you ready to put the work in?”
They’re in business together, not friends though… and it’s a cutthroat business they’re in.

Rawls was ready to betray him. Did you see the subtle shaking of his head while Burrell was getting chewed out by Royce? He knew what he was doing, even though Burrell is better at office politics than Rawls is. Rawls was playing the game, though it didn't pan out until right at the end.

@@ADEtheMayhem Yes, that is what I was saying. Burrell had friends in high places and knew how to play office politics. Rawls had more operational know-how, but is also a good copper when he needs to be. It's just that he knew how to play the game and keep the bosses happy upstairs, so chose to follow orders from above.

The actor playing Forester (Richard DeAngelis) was obviously being ravaged by cancer when you compare how he looks here to season 3. I thought it was a completely different character initially.
Yeah you could really see and hear his health declining. So many actors on my favorite shows are dead when I rewatch them now, Sopranos, The Wire, and Oz.
His suit looks like there’s no one in it. Poor guy.
I love how Burrell refers to hiring Kima as "fresh eyes" and Kima gets the same line from her first scene

A very subtle note in the last scene, all three men had their ties tied differently. The same knot but different. No costume lady tied all three
Born and raised in Baltimore, I remember O'Malley when he was campaigning. While I can't speak for him when he went to Governor's mansion I can say I met him at least three times, going door to door talking to people and the guy did his job. The Wire captured everything that was going on.

I have notices on all my videos (from my video manager that you can't see) that the copyright owner allows the content to be shared on RUclips and that my channel isn't affected by it. I am not making any money from it right now and I do consider these derivative works since you cannot buy what I am presenting as packaged anywhere, so it is essentially like a remix of a song.
The questions are then of course "how far from the original content does the derivative work stray" and "would someone buy what I'm presenting in place of the original content". If there is a market for remixes then I maintain that this is a separate work that I chose to arrange for a different effect than the original work.
Maybe do a compare/ contrast commentary (at the end) to the real life stories the wire is based on. I believe that Royce and Clay Davis are a direct comparative to Marion Berry…. I might be wrong, but it could be an avenue for monetization.
@@mikedoss9777 alright thanks I will be looking into it and I was never planning to “make it” on Wire videos, I had a dwindling gaming channel that despite how sick I play wasn’t getting any traction, so I started to switch my style up because 50 told me I could watch the money pile up. I’m going to be doing charitable/kindness videos too like helping homeless people in reasonable ways (like giving them water, not handing them dollar bills for them to spend on who knows what).

He’s like center-bad, not all the way evil, just a slimey greedy politician who didn’t care to look too far into his own activities, he just wanted to be paid. They are way more evil people on the show than him, not to excuse his behavior in any way of course.
