Basically, he's not a malicious person, and just has narcissistic tendencies. Besides, the main gang here doesn't really kill at all. Josuke killed two rats, and while they did want Kira dead, the finishing blow was from an ambulance. Every other foe they fought (with the exception of the Enigma user) was sent to the hospital, or in the case of Keicho, killed by a third party.
