The missing high vents in the rear should’ve been a dead giveaway it’s not a panel . I’m sure that thing is full of mud but it looks straight throw a single stage paint job on it and call it done
Walk through panels don’t have upper vents since there is no partition. You could also order a bench seat panel with no vents, M116 without vented cargo area. I’m sure there’s plenty of bondo, it’ll get the scuff and shoot,
Not quite sure you were "scammed". You have a very keen eye on the VW variations and even you missed the window frames. Unless it was being sold as "original" or someone switched body tags, you were buying as is. I think most people would look at it and call it a panel. Besides, what would be the incentive to turn a micro into a panel? The micro would theoretically be worth more. At some point, whoever did the work may have found it more economical to skip the windows. Either way, the bus has excellent bones, and as long as you didn't over pay, I think it's going to be sweet when it's finished.

Well when you are living down by the river, having no windows makes it a bit more stealth. 😜 Seriously, I like the idea leaving it as a panel now, get her on the road sooner. What should have been a quick engine rebuild turned into a saga, leaving me with experience that wouldn't mind sharing, especially as your help getting the windshield in is much appreciated.
I still think it’s a very nice bus. It’s a clean canvas , if you will, to do whatever you want. Lots of work ahead of you but I think it’ll come out great. Can’t wait to see what you turn this into. Thanks!

The 66 bus I was working on yesterday, Gary in Raleigh, took off the front emblem and a tie rod assembly, did not tell me it was lowered. Hey, what are you going to do ? I called him and he said, oh no, the emblem is inside, no, no it was not and he said he let his friend take the tie rod assembly.
You can't expect a utility vehicle to remain the same as it was 60 odd years ago when it left the factory. These vans were built to be modified accrding to the wishes of the then owner, it may very well be the case that the microbus was modified into a panelbus in the 70s. As for the rest, I think you did well with this one, it is in great shape and you will make it look stunning, I'm sure.

Does it have headliner clips?.....if it does not it is a KOMBI if it has headliner clips it is a standard. Could have been single color or 2 tone if it is a standard. if a Kombi it was all 1 color. could have came with or without seats if it was a kombi. On the Kombi the headliner pieces slide in the groove in the front.

I have dealt with a lot of classic cars and classic car people over the years, and while a lot of the GM, Ford, Chrysler guys have been borderline shady I have never run into more thieving lying people than I have in the classic Bug world... It has prevented me from buying another Bug for years. VW's were sold like rolls of paper towels back in the day, and the value of them should reflect that, but somehow in the minds of Bug people it's about ripping off everyone you see for whatever you've got. Bugs have been ruined by these people, and it keeps lots of people away from owning one anymore.

VW sells them for $100, just google VW Birth Certificate. Buses don't usually need them because of the M-Plate, but this is a mystery to solve so I ordered it.

Putting it back to what it really is, a window bus, is a good plan. While misrepresentation by the seller is truly inexcusable, I'm not sure why that wasn't noticeable when the buyer went to look at it since the window fames inside seem obvious. Also, isn't a VIN check the first thing one does when buying a vehicle? In any case with your plan you won't be upside down on this one.
