This is a European release of the game. It was called something else in Japan. I think it was in one of those Simple 1500 or Simple 2000 (refering to the price in yen) series. Budget games basically. So the voices might be a quick dubover done by Midas, the European publisher.
Games entertaining if they switched the announcer like in Ridge Racer 6 where you could have someone Heihachi shit talk the racers, what I'm saying is that it would possibly be better with that

How did you get so much money? I seem to remember that in order to get upgrades you would have to grind these levels over and over again.

You need a mid/high spec pc to get stable 60FPS on PCSX2 mate.
You can try his settings in description. If not, then it might be your performance that is low.
