You cant download dx12 with the installer from the video, dx12 comes with windows updates. So, if you want it you have to update your windows 10 to the most recent version (21h2), if your pc is compatible with dx12 then it will automatically install, but if not then you can only use dx11. It depends on your cpu/gpu and your windows version (dx12 is exclusive for win10 and 11).

When I opened the dxdiag it's showing the version 12. But the Xbox game bar is showing that your system does not support directx 12 ultimate
That means you have the basic version of dx12, ultimate is for rtx gpus
