Because the obstruction charges in question relate to obstructing the access to financial data, not taking a self guided tour through a tax payer provided building.

Generally, obstruction involves impeding an investigation into suspected already in progress criminal activity...like witness tampering, destruction of evidence, falsifying records etc. For what happened on Jan 6 to be obstruction would for the suspects to have attempted to destroy evidence of their presence in the Capitol and them coercing witnesses to lie about their whereabouts. The use of the law was a poor fit for the factual circumstances.

Essentially the main opinion says that the law (18 U.S. Code § 1512(c)(2)) passed by Congress has no legal meaning.
