I’ve been listening to this song for a while because I’ve found it beautiful and provoking, but never fully understood it. After reading other peoples theories and analyzing the lyrics, I think I get it. Sorry for the extremely long comment, but I think all of the lyrics are really profound and should be mentioned.
I think this song is about someone (Leo) committing suicide, and their lover finding them and begging them to respond before it’s too late.
Someone in the comments mentioned the lower voice is the one who is committing suicide, and the higher chorus is their lover, talking to them. It would make sense, since the chorus has a decidedly different emotional tone than the other lyrics. It’s more optimistic, whereas the rest is more resigned.
The video shows a lot of trippy water effects, which can be understood as the delirium of someone dying, experiencing everything around them as if underwater.

These lyrics are pretty accurate to what I just described, except the face is not a reflection but their lover finding them. The end, in this case, being death. Leo is still stuck between living and dying, probably passing out or becoming confused whenever he blinks, making it seem like the world keeps changing around him.

As someone who has lived with chronic depression and suicidal thoughts for years, these are pretty much spot on for suicidal ideation. Basically it’s saying that even though Leo’s “idle” and lonely life feels meaningless, he’s promised to keep living. But no one really recognizes the struggle of keeping yourself alive when you want to die, so he’s also asking for someone to notice.

This, I believe, is where he finally decides to commit suicide. Leo betrays his promise to live, but leaves an assurance that it isn’t anyone's fault. It could be that he’s forgiven everything, or just given up caring.
“Please, fill me with love You’re not dead yet So please howl out your thoughts , LEO Let’s be born - Please, respond to me - Throw away these chains now While I’m still in this hollow state”
This would be the lover, who has found Leo dying. He isn’t dead yet, so please respond. I think it’s half begging for Leo to wake up, and half bargaining. Let’s be reborn could be understood as they can fix things or they can try again. I think the chains refer to his depression, or possibly what he did that is causing him to die.

This is Leo appreciating his lover, and reconsidering suicide. When you are suicidal, there’s a lot of second-guessing and trying to find the beauty in little things. I think he may be trying to find reasons to survive in his lover.
“The power to drag out the guilt , The view of the water ripples , And the love that seeks a reward - I scratched away all of these traces”
I think this is Leo becoming suicidal again, and deciding to throw everything away.
“Nobody will notice My faltering back-and-forth steps Even if there is a place for me to return to -“
This is another reference to how the pain of living while suicidal goes unnoticed. Leo keeps changing his mind, whether he wants to die or stay alive. It could also be that it’s too late, because he is already dying. Maybe he’s even regretting committing suicide, but he’s already too far gone. Even if his lover is there, he can’t communicate these feelings of regret.
Then the sirens come in, which further supports my theory that the lover found Leo dying, and called an ambulance.
After this only the chorus repeats (the lover begging) and becomes distorted, possibly signifying that Leo is becoming less and less lucid.
On the second repeat, the lyrics change and no longer say “you’re not dead yet” which may mean that Leo has finally passed. Now it becomes the lover lamenting.

This is the lover feeling guilt for any time they upset or weren’t there for Leo. Often people who have loved ones commit suicide tend to blame themselves and ponder what they could have done. Most of the time, people don’t even realize that their loved ones were suicidal until it’s too late.
At the end, the eye closes. I think this is another symbol for Leo’s life being lost.
Finally, Eve’s note at the end, which devotes this song to “those unnoticed” I think this is his way of saying that for us who are or have been suicidal, there are people who love us that would miss us if we are gone. And this song is also for those who “just happened to be there Not knowing anything” whose loved ones were lost to suicide and they couldn’t do anything, that they aren't alone.

I really admire Eve for the depth of his lyrics. Of course, all of this is open to interpretation, but this song /really/ struck a chord with me. Those faltering steps back and forth are something I struggled with for a long time, but I'm in a much better place now

FUN FACT ! Eve said in one of his livestream that this song is actually heavily influenced by the manga Jigokuraku ( Eng : Hell’s Paradise ). If you read the manga you can relate the lyrics of this song to the main character of the manga.

EveくんのLEOを書いた想いをもっと知りたくて、MUSICAを読ませて頂きました。
それを読んで改めてこの曲を聴いてMVを観ると、聴いている途中なんでずっとドキドキしていたのか、自分の気持ちが少しわかったような気がしてスッキリしました。
年齢を重ねるにつれ、どんどん自分が楽しいとか嬉しいという喜の気持ちだけに目を向けて生きてきたなと感じました。自分の中でモヤモヤしたこと、嫌だったこと悲しかったこと、その負の気持ちを押し殺して、気づかないようにフタをして過ごしていました。
"今凄く息が詰まりそうで悲しいし苦しいし叫びたいっていう、吐き出したい気持ちを抱えている人が、誰にも気づかれないまま忘れ去られていったり、死んでいったりして欲しくない"
この言葉を見て、考えてみるともう1人の自分のことをさされているような気がしました。
負の感情で心がいっぱいになるのが嫌で、気付かないふりをしていたけど、それは結果的に自分で自分を殺していのではないか、もう1人の自分を見つけて受け入れることが出来れば、他人にも優しく出来たりするのではないかと思いました。
LEOという曲は、自分をもっとしっかり見つめて、受け入れようと思える、大切な曲です。もう1人の自分のことも愛していけるように、もっと自分の色々な気持ちを大切にしていきたいと思います。
長々と拙い文章をすみません。Eveくん曲の世界観も歌声もとても好きです。まだEveくんを知って少ししか経ってないですが、これからもずっと応援しています。

"LEO" means "to say/to speak" in Greek (phonetically). The logo however looks like a "c" is added to "leo". And guess what:
"CLEO", phonetically in Greek, means "to cry" :')

the Morse code says “Urei Nayami” which, can be translated to “Sorrow and agony” which could be telling us the lovers, or whoever’s the high voice, feelings as the ambulance comes, they’re feeling sorry for Leo and starting to blame themselves, and agony, saying how they’re agonising over the fact that Leo’s dead and they couldn’t do anything to stop him from committing suicide in the first place. Or another theory I have is that, the Morse code is Leo’s final words in the form of him possibly tapping the ground with his finger, because “Urei Nayami” can also be translated to “Sorrow and Trouble” which could be, as I said before, Leo’s final words, him apologising to his lover, or whoever the high voice is, for being so much trouble to them, trying to let them know it wasn’t their fault he committed suicide.

闇夜と同じ感じの少しローテンポのこの曲。リズミカルな他の曲も好きですが、この曲がSmileの曲を聞いた中で好きになってしまいました。

I believe artists are people who keeps trying to translate ideas creeping inside their mind so that they can invite others in to new view point of this world. As Murakami Haruki said in his essay, it`s not a easy job to turn idea which floats inside one`s mind like a cloud or fog. The more inventive and the more genuine it is, harder it is to be translated.
First Japanese pop musician I found, genuine and well-translating, was Yonezu Kenshi. He had his original stuffs inside him, and he knew how to translate it in to trendy musical language, keeping his originality within.
Now, I feel like I`ve found another one, a gemstone, ready to shine. I truly am impressed.

Leo is so underrated compared to E ve's other songs, and I really can't understand how come it isn't one of his most popular ones. It became my favorite upon first listening. It just gives me this very particular feeling that I can't even really describe and that few other songs are able to convey. That part where everything gets distorted never fails to give me chills.

This is wildly different from any other Eve track I've ever heard. They usually like to stick to their super speed guitar licks and vocal delivery, but instead of that they're now opting for a nice slow synth progression and experimentation on vocal pitchs. It's a really nice change and I hope to see them progress in this way a bit more. They've been essentially the same band for the past 2 years and while they've produced some good songs in that old style, it's definitely overdue for something different.

Did you listen to Yamiyo? Cause it's the same style. I love that new style Eve is going for too, but don't say their style was always the same. Older songs like Sister didn't rely on speedy guitars as well.
They have this pattern of making dark/slow songs with Numa as the artist for the mv and the more energetic/light hearted ones with anime-style colourful mv. So I wouldn’t say this is new (see: yamiyo) but It’s definitely amazing of them to have wide range of music styles
I was frankly quite disappointed with this one. I usually like it when artists experiment with something new, but that’s only when it turns out to be good. Not that it’s all bad, just not memorable.

I've loved Eve's music for a good while now, but this one hit so hard.
I recently lost my pet bird just a few days ago. His name was Leo. I loved him so much, and it pained me to have lost him so soon. He was still so young, he didn't get to live his full adulthood. (I won't go into details, don't worry.) I don't know if this was a coincidence or what; life is funny that way, I guess.

The main character at the beginning sings about a "new face reflected in the water", which he just met. But the next verse is about "taming loneliness", getting life in order, etc. The pronoun "me" makes this activity more individual and solitary so it felt that there is no more person with him. But then the character speaks to someone (to whom he tried to externalize himself which was probably a little embarrassed). So it's not that he's alone physical, "the face from the water" is still here. The true loneliness: even if there is someone with u, u still feel alone. The first refren is about plea to person to say something (LEO - speaking, word, communication), fighting, dying, rebirth, plea to get rid of everything and staying with mc despite of it's emptiness, just to be with him (toxic on both sides). But even if it looks so pathetic it isn't, he seems bored, tired. The next line is about what their life together (or separately (or both)) is like: abandon "face from water" and love, wanting payment, feeling bad around the person, but not feeling like a stranger ("if u can cover eyes that look at me"). I guess is the first part about suicide ("standing ahead incarnation") while looking at this person ("i looked on ur hands"). The ending refren is more emotional (because even of the loneliness, mc stays calm, (probably the situation wasn't he's first time)). The mc shouts if the person remembers how he told her to say goodbye and walk out of his life, he shouts to answer him finally, to speak to him. And the and he is just done all this bad luck, he knows it was random their meet each other, he couldn't have known he will be alone again. And it's how loneliness works, how toxic, how sad and how desperate and tired it makes u. And u can't leave it, because u no longer know how to form "non-sick" relationship.

This song hits me in a way a lot of Eve’s other music doesn’t. I don’t know what it is exactly, and I can’t describe it- but something about the instrumental composition of this song specifically plus Eve’s gorgeous vocals gives me a wholly different feel separate from all his other originals. I’m loving this new music style and departure from the norm, and hope there’s more to come!! This is the first of Eve’s in a while to give me chills every time I listen, and I’m so glad others seem to like it too!

Mc has changed a lot over the course of these songs- he doesn't even recognize himself (there is an unknown face reflected in the water surface). In Outsider, something happened that ignited a flame inside his heart (even though we didn't know what, it may have been another person's love if we connect it to this mv), but that flame is going out. Everything is becoming shrouded in mist. There is a lot of static in this song. Mc is losing himself and his mind, quite literally. He doesn't want to go back to his cold state so maybe that's why he resorts to drugs later on. He's probably taking to himself, his emotions more precisely when saying "let's be born - please respond", "I'm not dead yet. Let your thoughts howl". The power to drag guilt is the power to let go. Seeing the water ripples is seeing how important everything is, seeing everyone is important. "Nobody is noticing these faltering back and forth steps" which is basically to say he's struggling with something and is most likely unsure of his decision. Maybe refers to him cutting off love that expects rewards "Fill me with love" is pretty explicit. "The love that expects a reward - i scratched away at all of those traces" So it's not really love. It's false, and he doesn't want anything to do with it. Though having done that, he "made" plenty of people "say goodbye" whether the love they felt was true or not. b) girl kinda came out of nowhere and pushed herself into mc. If we sever my thoughts about it being connected to the Last Dance storyline, consider it like As You Like It in the sense that mc fears being loved in a false way, not because of who he is but because of what he has. Eve also said this was something a bit more personal to him, i hope he's alright.
My thoughts that occurred after 3 weeks: on further thought, this may be in the middle of Nonsense Bungaku.(literary nonsense). I'm pretty sure everyone saw that the mist is the little bunny thing, and the black thing is the demon invading his mind, msking him transform briefly into a demon and lashing out, which matches with a scene from nonsense literature
