It behaves that way when Sonic is airborne. I believe that it's there to prevent falling down to the bottom platform where the goal-ring is... although I'm not sure if that would be possible if that thing wasn't around (it would definitely be close).
Sorry for the late reply. 0:21, it's possible in real-time. All you're doing is getting Sonic's Speed below 3072 so that boosting left will make you go left (since he's on a slope, left is up and right is down). Give it a couple of tries and you'll nail it.

Oh man that was amazing. I'm actually trying to beat the WR on the first act and your TAS show just how far you can break the game. You actually make me re-consider if the down route at 0:33 is the fastest one for regular speedrunning...and also just how input heavy is the jump at 0:21? Could it be possible non-TA? Anyway thanks for making this! Sonic Rush is simply put, the best 2D Sonic game ever and it deserve more love.
It will not work because the original DS has no analog stick but if your talking about the speed he gets in think he boosts jumps hold left and right (it's impossible) and repeat
