I took Uber from the airport to my hotel in Old Town, and it was completely fine. Just make sure you book it on the app, and not by someone who approaches you in person and claims to be on Uber.
What happened to Schengen area? You came with Lufthansa assuming from Germany that is a Schengen area but you ended up going through Romanian Passport control? Did you film this before Schengen started in Romania?
It's a candy for the eyes to watch this amazing movie, to watch a time when Romania was still a sovereign independent nation by not belonging to Schengen! Once in Schengen, anybody can enter your house unchecked and hence you are no longer the master of your own house!
