No it is a real thing throughout Asia. Even the darker skinned Asians experience this. What TMI is essentially saying is that A lot of the white expats take their prejudices of black people with them. It reflects in their conduct in the presence of blacks. Also the Indian are often racist against blacks. He is not making this up.
