Actually, he sounds upbeat cause he and his voice acting coach had a miscommunication. They didn't have a visual for him, so he thought he'd look like a classic 1920s Ferryman.
Skeletons with the out-of-expectations voices/lines are amazing to me. Like this and Death in the Castlevania anime, where he starts off like a dramatic ancient force then swears like a sailor.

I mean... it fits the demeanor of the portrait (he's casually holding a smartphone after all). I think the bigger issue is not putting on some sort of filter to make him sound more ethereal or not-of-this-world.

I honestly feel like he’s 💯 qualified to voice acting anything cartoon, video game, anime, comic dubbing - You Name It. Also his role for this character suits him perfectly!

"voice acting" is a strong term, dude literally just ounds like normal Alpharad. The whole point of voice acting is to allow the character to have their own voice.
I actually really like his voice for the spooky lad, if the voice director wanted him to sound generic and spooky shed probably have just hired Corpse for a few lines, that's not a jab at corpse btw, I love that man, but his deep growly voice would've been the obvious choice for a skeleton Character
Considering his ferry has water bottles and charging ports for phones, I'd say it would only make sense that he sounds so layed back and oddly uplifting
