I use shutdown -s -f -t 0
Which means
-s: shutdown the computer
-f: force quit any programs
-t 0: do not give any warnings in advance

Shuts down just fine. Problem is next time I start the computer after shutting it down this way it no longer takes 12 seconds to boot up, it takes 45 seconds. Tried it repeatedly and it's the same every time.

This is because your computer gets completely shut down and doesnt just go into a fake full shutdown like it would do if u were to shut it down the proper way. Try shutting down your pc by switching off power and you'll receive the same outcome

Do NOT do this on your pc, as this option probably initiates a force shutdown on your pc, which is to be only used if ur pc completely freezes.

You may entered command wrongly. You need to follow space between
Shutdown -s -t 1
Shutdown ( space ) -s ( space ) -t ( space ) 1
Shutdown -s -t 1
Last digit is number one
