I've being trying to migrate from Infra to DEV for a long time already.
I did a couple bootcamp and I sill have access to a coding school platform that I sign up 2 year ago. Turns out that this year I decided to make this happens and started studying thought out some RUclips videos and even read the lib / framework docs and I'm finally getting confidence in my code skills and thinking to don't renew the code platform access. Everything is on the internet and documentations. At the moment I'm a bit suck with the Entry-level issue where companies are requiring 2-3 years experience for an entry-level, which makes no sense. A dev with 2-3 years experience is far from entry-level. But... it is what it is. I'll find my way to get this goal accomplished.
Lot's of companies definitely want a few years for an 'entry' position. It can be kind of tricky. If you've attended a bootcamp and you've been coding for a couple years (even if it's intermittently) then I'm sure you could brush up for a few months and land a job. Get creative with your wording :)

Of course you can. Lots of factors will play in to this - - current understanding, adeptness, goals, time, etc..
