Ah Prison Architect. A game where you can focus on building a lovely prison which focuses on rehabilitating people and rewarding them for good behavior with nicer cells, or build a gulag. Why is it that the simpler the graphics the more likely the game is to allow for human rights violations?
His fatal flaw was not installing a tv in every cell with heavy parental controls. Even the capo system works pretty well when every prisoner has an impersonalized MTV & TMZ babysitter. Secondly, not installing industrial grade air conditioning for every cell that runs the temps down to about 55 degrees (which, let's face it, lots of people learned to trick out for prisoner metabolisms back in the day) is the reason for the riots. When you are edgeing hypothermia and going into a coma, you aren't rioting. When it's 110 degrees...someone is getting shanked for no reason in the chow line.
My largest prison had 60 prisoners with twice the guards. They were all divided nicely, and riots barely formed. You get the tazer upgrade, and the game gets sandbox mode
Geez, and I thought Rim world had a morally dubious prisoner system. Then Kleaper decides to show me that prison barracks arent as barbaric as I previously believed.
It's been a hot minute since I watched someone "Cask of Amontillado" someone else into the very brickwork of a building. Which, considering what even base RimWorld allows these days, is actually surprising because it's actually usually worse.

I don't know if the feature is still in the game, but once upon a time ago, you didn't need any guards except for contracts, because any guard that comes into the prison off the busses, and is left alone, will just, sit there, they wont have any mood changes (I mean, Mood wasn't really a thing back then) and they cant even get out of the handcuffs they came in on, I used to just get a heap of Prisoners just sitting out the front in dropoff while I built my prison to house them all and I would just have all the money because I wasn't wasting it on guards and they kept giving me more money.
I once tried to do this, but with a land mine mod. I put like 20 land mines directly on the only exit so that the prisoners wouldn't be able to escape. Except it started a fire and I had almost 800 prisoners die in a single day.
I almost failed my ethics class for cyber security. I was told letting people have their privacy and violently punishing hacktivist was not a topic matching the theme of the classes final paper
