Here are several possible fixes on your iPhone, iPad, or iPod if you get the error message cannot connect to iTunes store or App store. I give you some solutions for both mobile and wifi network. If these solutions don't work please comment below. There are several more possible solutions like changing DNS, etc and all but the main ones are below.
date and time (set automatically)
use cellular data on app store
reset network settings (it will not delete you photos, vids, etc)
turn wifi off (maybe wifi connection unstable)
Reset wifi modem
update to latest iOS.
factory reset (you will lose ALL data!!)

Thank you for posting this. Wife thought I disabled her phone from downloading apps. All settings were the same in Cellular but her App Store setting on data was turned off. Thank you!

When I sign in through to AppStore through settings (cannot get into AppStore) I sign in and put everything correct and then it fades away and it loads for a bit, then nothing happens. Please help me I need to update my apps

Thanks alot, I tried several of your options (except factory reset) without success. However your suggestions led me to another option that worked: Set Location Services for the App Store application to 'While using the App'; (my location services are usually turned off for nearly all applications!).
