Front wheel drive with a good set of Winter tires will be better than a four wheel drive with all season tires in the snow. I put winter tires on my Civic and have had to help people in four wheel/all wheel drive cars with only all seasons on the vehicle get unstuck. I've actually joked with Honda Canada that they should figure out a way to put a plow on the front of my civic so that I could plow the streets.

Unfortunately yes, on one hand there are the overconfident people behind the wheel and on the other there are people that are not confident at all on snowy/icy roads. Both a danger to themselves and a danger to confident drivers.
